The Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) is one of India’s largest food grain welfare schemes, launched under the Atmanirbhar Bharat Package to support poor and migrant families during difficult times.
The scheme ensures free food grains (5kg wheat/rice per person) every month in addition to subsidized ration available under the National Food Security Act (NFSA).

The scheme was later extended and merged with NFSA to ensure that poor families continue receiving subsidized ration & free grain support.
Benefits of PM-GKAY
1. Free 5 kg Food Grains Per Person
Every eligible beneficiary receives 5 kg of wheat or rice free of cost.
2. Additional to NFSA Ration
This is over and above the 5 kg subsidized food grains already given under PDS.
3. Grain Allocation Based on State
- Wheat: Punjab, Haryana, Rajasthan, Chandigarh, Delhi, Gujarat
- Rice: All other states & UTs
4. Portability Through One Nation One Ration Card (ONORC)
Beneficiaries can get ration from any Fair Price Shop across India using:
- Ration Card number
- Aadhaar authentication (fingerprint/iris)
This is especially beneficial for migrant workers and daily wage labourers.
Eligibility Criteria for PM-GKAY
Only two main categories qualify:
Antyodaya Anna Yojana (AAY) Families
These are the poorest of the poor.
AAY families include:
- Households headed by widows, disabled persons, senior citizens (60+)
- People with no stable income
- Single women / single men with no support
- Primitive tribal households
- Destitute and homeless people
Priority Households (PHH)
PHH families are identified by State Governments as per their poverty criteria.
Includes people such as:
- Landless agricultural laborers
- Marginal farmers
- Rural artisans (blacksmiths, potters, weavers, carpenters)
- Slum dwellers
- Daily wage earners (rickshaw pullers, coolies, vendors, loaders)
- Street sellers (fruit, flower, fish)
- Rag pickers & cobblers
- HIV-positive BPL families
Application Process
PM-GKAY is based on existing NFSA ration card lists, so no separate online form is required.
Still, beneficiaries must visit their nearest Fair Price Shop for authentication.
Offline Process (At Ration Shop)
- Visit the nearest Fair Price Shop (FPS)
- Share either:
- Ration Card Number, or
- Aadhaar Number
- Authenticate via:
- Fingerprint, or
- Iris Scan
- Collect free 5 kg food grains
